ALCOSAN & the Allegheny County Health Department

3 Rivers Wet Weather was created in 1998 through unique coordination and cooperation between a public works agency—ALCOSAN—and a public health agency—the Allegheny County Health Department. Both entities continue to support the work of 3RWW through in-kind services and financial support.

 

ALCOSAN is a sewage treatment facility that serves the City of Pittsburgh and 82 municipalities throughout Allegheny County and parts of communities in Washington and Westmoreland Counties, an area comprising 225 square miles with a population of about 900,000. The Authority, a nonprofit governmental organization, treats an average of nearly 200 million gallons of wastewater daily and is currently expanding its plant to treat 875 million gallons a day during wet weather.

 

ACHD provides a broad range of human health and environmental programs serving the 130 municipalities and 1.3 million residents of Allegheny County. Its mission is to promote individual and community wellness; prevent injury, illness and premature death or disability; and protect citizens from the harmful effects of chemical, biological and physical hazards within the environment.

 

The two organizations share the responsibility for appointing individuals to the 3 Rivers Wet Weather five-member Board of Directors, which must include two municipal representatives and a member of the Pennsylvania General Assembly.

 

As 3 Rivers Wet Weather continues its mission of helping municipalities with the sewage overflow issue, we will continue to partner with ALCOSAN and ACHD, especially in the area of educational outreach.
