REQUEST FOR QUALIFICATIONS (RFQ)- Legal
Counsel
1. Purpose of Solicitation
This solicitation is a Request for Qualifications (RFQ). The purpose
is to solicit responses from legal firms that are licensed to
practice law in the State of Pennsylvania. This program includes
the services listed in this request pursuant to the provisions
of Pennsylvania Law. 3 Rivers Wet Weather, Inc. (3 Rivers) intends
to select a firm and to award a contract for legal counsel to
perform general business related legal services for a period of
three (3) years with option for subsequent years.
2. Services Requested
3 Rivers seeks to develop a partnership with legal counsel which
possess the legal expertise, personnel, and client communication
and organizational skills to effectively safeguard 3 Riv-ers’
interests as a grantee of Federal , State and Foundation funds,
provide guidance as it relates to our relationships with sub-grantees
and provide other legal counsel as may be re-quired.
3 Rivers is seeking legal counsel which possess the ability to
provide advice, consultation and opinions to its Management staff
and Board of Directors in a clear, concise and timely manner and
the ability to provide these services on a cost-effective basis.
3 Rivers is seeking legal counsel which possess a broad base
of expertise in areas of the law in which matters of concern to
3 Rivers may arise, including but not limited to:
i. Federal (USEPA) grant requirements
ii. Municipal authorities law
iii. Intermunicipal agreements
iv. Model ordinance development
v. Right of way issues
vi. Sub-grantee contracts
vii. Service contracts
viii. Open meeting requirements
ix. Indemnification of the Directors
x. Human resources
3. Proposal Format
Proposals must be submitted in the format outlined below. Each
proposal will be reviewed to determine if it is complete prior
to actual evaluation. Proposals not containing the in-formation
requested will not be considered. Respondents shall use the prescribed
format to indicate their experience and qualifications; describe
their approach to 3 Rivers’ project and explain their proposed
contract.
A. Experience: Include a description/resume of the attorney(s)
expected to provide le-gal services to 3 Rivers and their experience
and expertise in the areas of law pre-viously described in this
RFQ.
B. Budget and Billing: Counsel shall include a description
of the method(s) and rate(s) by which 3 Rivers will be charged
for professional services incurred on our behalf.
4. Submittal Process
Letters of Qualifications must be received by 4:00 PM on Friday,
August 20, 2010 at 3 Rivers Wet Weather, Inc. 3901 Penn Avenue
