Request for Qualifications – Professional Services
for Information Technology and Data Management
Statements of Qualifications for Information Technology and
Data Management will be accepted at the offices of 3 Rivers Wet
Weather, Inc (3RWW). Over the past 3 years 3RWW has been assisting
municipalities in the ALCOSAN service area with meeting their
responsibilities as outlined in their consent agreements with
the PA Department of Environmental Protection and Allegheny County
Health Department. A component of this assistance is the coordination
of sewer system mapping. Services are being requested to continue
this assistance. 3 RWW reserves the right to contract separately
with individual firms, as additional data acquisition and management
services are required. Activities may include but are not limited
to:
Providing technical assistance through the 3RWW Municipal
Data Support site.
Updating regional sewer map with consistent objects
by resolving remaining overlap issues along municipal boundaries.
Integrating sewage flow monitoring data and other data for hydraulic and hydrologic modeling to support preparation of regional municipal sewage management feasibility plan.
Data cleaning of municipal attribute information
Data management for components of asset management including integrating condition assessments.
Engaging and supporting technical assistance to municipalities on consistent data organization.
The objectives of these services are to provide support that coincides with the terms of the municipal consent agreements through 2015 with particular focus on information leading to the development of municipal sewage management feasibility plans and an asset management approach to system operations and maintenance. Scope, cost and time may be subject to change.
3 Rivers Wet Weather encourages certified businesses owned and operated by minorities and women to submit qualifications. Portions of this project may be funded through U.S. EPA grants, which identify goals for the Utilization of Small, Minority and Women Business Enterprises. The MBE/WBE “fair share” goals/objectives for professional services negotiated with US EPA by the State of Pennsylvania Department of Environmental Protection may vary but are currently set at 3% to 5%.
Qualifications including an hourly rate schedule should be submitted on 8 ˝ “ x 11” paper. Please provide two sets and one digital copy of the complete package in Word or Adobe format. Statements of Qualifications must be received at the 3 Rivers Wet Weather offices located at 3901 Penn Ave, Building 3, Pittsburgh, PA 15224 by 4:00 p.m. October 9, 2007.
