Stormwater BMP Grant Application

3 Rivers Wet Weather Demonstration Program (3RWW) is pleased to announce that we are now accepting applications for grants to fund the design and construction of Stormwater Best Management Practice (BMP) projects. Municipalities, municipal authorities, universities and research institutions, professional organizations and 501 (c ) 3 non-profit organizations are eligible to submit proposals.

 

Addressing the region’s wet weather problems involves a variety of issues and is an extremely complex task. The management of wet weather flows is necessary to sustain urban water resources. During the past nine years, 3RWW has focused primarily on the ALCOSAN service area’s deteriorated sewage collection systems, and the problems of Combined Sewer Overflows (CSO's) and Sanitary Sewer Overflows (SSO's). These efforts have included the development and implementation of demonstration projects to ascertain the most cos- effective solutions to address the rehabilitation of the region’s sewage collection systems. Wet weather flow management strategies must also account for impacts on water quality due to sewage overflows and pollutants picked up through stormwater runoff. Ultimately, compliance will be determined by meeting water quality standards.

 

Because of the direct connection between stormwater and sewage overflows on the region’s water quality, and the implementation of the US EPA’s Stormwater Phase II requirements for Municipal Separate Storm Sewer Systems (MS4s), 3RWW is now working to develop a comparable program to assist the region in improving stormwater management. This program is expected to include several aspects of interest to MS4s and other involved parties including public education, public outreach and demonstration projects that address all aspects of stormwater management starting from the point where the rain (or snow) hits the ground, buildings and streets, flows into the stormwater collection systems, and is then conveyed to the outfalls that discharge the stormwater into our local streams and rivers.

 

This round of demonstration projects will focus specifically on BMPs that take a holistic approach and include structural and non-structural strategies. Both new construction and retrofits of existing sites are eligible. Projects must be beyond the concept stage to be considered. A total of $250, 000 has been allocated for demonstration and BMP evaluation projects. Match requirements should be outlined. Due to the limited funds available, we do not anticipate funding green roof technology in this round..
